This Counter Regatta
is sanctioned by the Canadian Shark Class Association.

1.
ORGANIZING AUTHORITY
1.1
The Organizing Authority for this regatta is the
International Shark Class Association (ISCA) in conjunction with the Canadian
Shark Class Association (CSCA) and The Royal Hamilton Yacht Club (RHYC).
2.
RULES
2.1
The Regatta will be governed by the rules as
defined in The Racing Rules of Sailing.
(RRS)
2.2
The following prescriptions of the
Canadian Yachting Association (CYA) will apply: 61.2, 68, and the
Preamble to Appendix F. [amended Jan. 18, 2008]
2.3
The International Shark Class
Association (ISCA) General Class Rules and Specifications will apply.
2.4
Canada Shipping Act Small Vessel Regulation #16.03
(required safety equipment) will apply. (See Appendix A.)
2.5
RRS 77 and RRS Appendix G will not be in effect.
2.6
Sailing Instructions
2.6.1
Draft Sailing Instructions will be posted to
www.sharkworlds2008.com by March 15, 2008.
2.6.2
Final Sailing Instructions will be distributed at
check-in.
3.
LOANER BOATS
3.1
A limited number of loaner boats will be available to
overseas competitors as defined by ISCA.
3.1.1
Registration forms and fees for these boats must be
received by June 1, 2008. [amended April 17, 2008]
3.1.2
Sails will not be included with loaner boats.
3.1.3
The person in charge of the loaner boat must be a
member of his or her respective national Shark Class Association.
3.1.4
Additional requirements, including deposits, will
apply.
4.
ADVERTISING
4.1
Advertising
will be restricted to Category A.
4.2
ISAF
Regulation 20.3(d)(i) shall apply.
5.
ELIGIBILITY
5.1
The regatta is open only to Shark class sailboats that
have a valid measurement certificate and have the current year’s Class
Association sticker affixed to the boat.
5.2
All competitors shall have ISAF eligibility.
5.3
Each boat's "person in charge" shall be a
full member of ISCA.
5.4
A representative of a country competing must be a
citizen of that country and a bona fide member of a yacht club of that country.
5.5
Crew
5.5.1
Each boat shall carry at least three persons.
5.5.2
The "person in charge" must be identified at
the time of registration.
5.5.3
All crew must be identified at time of registration.
5.5.3.1
Alternate crew may be designated for specified days of
the regatta, provided all eligibility rules are met.
5.5.3.2
Crew substitutions after registration shall be
requested by written submission to the Regatta Headquarters for approval by the
Jury.
5.6
Prior to authorization to compete, each boat shall be
required to undergo:
5.6.1
Sail measurement;
5.6.2
Inventory inspection;
5.6.3
Weigh-in.
5.7
A boat or equipment may be inspected at any time for
compliance with the Class rules and Sailing Instructions. On the water, a boat
can be instructed by a measurer to proceed immediately to the area designated
for inspection. Measurement checks may be made throughout the regatta on the
instructions of the jury. Boats informed of a required measurement check shall
not have contact or communication with any other boats, nor make any adjustment
to the boat until released by the measurement committee. When a measurer for an
event decides that a boat or personal equipment does not comply with the class
rules, he shall report the matter in writing to the race committee, which shall
protest the boat. Penalties for breaches of measurement rules may be less than
disqualification, if the jury so decides.
6.
ENTRY
6.1
Eligible boats must register, and payment must be
received, before July 19, 2008.
6.2
Registration forms shall be completed online or mailed to
RHYC.
6.3
The organizing committee may accept late registrations after
July 19, 2008. Boats applying for late registration shall apply to the
organizing committee by sending a completed registration form to RHYC. Special
terms and conditions may apply.
6.4
Check-in for registered boats will be open 1800 – 2100,
Friday, August 1, 2008; 0900 – 2100, Saturday, August 2, 2008; and 0900 – 1800,
Sunday, August 3, 2008, or as necessary.
7.
FEES
7.1
Required
registration fee is CDN$495.00. After July 19, 2008, a late fee shall apply and
the registration fee will be CDN$545.00.
8.
SCHEDULE
8.1
Registration is open until Saturday, July 19, 2008.
8.2
Registration forms for loaner boats must be received by
Monday, March 31, 2008.
8.3
Check-in at the Regatta Office will open at 1800,
Friday, August 1, 2008.
8.4
Measurement and inspection will be open 0900 – 2100,
Saturday, August 2, 2008, and 0900 – 1800, Sunday, August 3, 2008, or as
necessary.
8.5
Opening ceremonies will be at 1800, Sunday, August 3,
2008.
8.6
The Skippers Meeting will be held at 0900, Monday,
August 4, 2008.
8.7
Dates of Racing:
8.7.1
Warning signal for the Practice Race: 1300, August 3,
2008.
8.7.2
Racing will be conducted from Monday, August 4, 2008,
to Friday, August 8, 2008.
8.7.2.1
The scheduled time for the warning signal for the first
race each day is 1100.
8.7.2.2
No warning signal will be made after 1430 on Friday,
August 8, 2008.
8.8
Closing ceremonies and banquet will be at RHYC
beginning at 1800 on Friday, August 8, 2008.
9.
VENUE
9.1
The race course will be laid in the centre of Hamilton
Harbour, to the east of the clubhouse
9.2
The Principal Race Officer (PRO) may, at his
discretion, and should conditions warrant, change the venue to Lake Ontario, to
the east of the lift bridge.
9.3
The course for the long distance race will be set on
Lake Ontario.
9.4
Any change to the racing venue will be posted before
0900 on the day it will take effect.
9.5
The regatta will be hosted by RHYC.
9.5.1
RHYC provides a range of food and beverage services. In
addition, there are many restaurants and bars within a short walking or driving
distance from the Club.

9.6
Canadian Hydrographic Service nautical chart 2067 shows
the location of the Hamilton Harbour racing area; nautical chart 2086 shows the
location of Lake Ontario racing area.
10.
RACING
10.1 Rules
7a), 9a), and 10a) of the class Championship Rules will not apply.
10.2 A
maximum of ten (10) races are scheduled, of which one may be a long distance
race.
10.3 Course
races:
10.3.1 Course
configuration will be windward/leeward consisting of a minimum of three 3 legs.
10.3.2 The
course length will be set with a target completion time of 1 hour and 30
minutes.
10.4 The
long distance race:
10.4.1 Shall
be approximately 15-18 nautical miles in length.
10.4.2 Will
be scheduled once four (4) races have been completed.
10.5 The
long distance race shall be scored as a single race in the regatta series.
11.
EQUIPMENT AND MEASUREMENT CHECKS
11.1 Participating
boats may be wholly or partially re-measured, including boat, equipment, and
sails, at any point during the regatta for compliance with the Class rules and
Sailing Instructions. When a measurer for an event decides that a boat or
personal equipment does not comply with the class rules, he shall report the
matter in writing to the race committee, which shall protest the boat.
Penalties for breaches of measurement rules may be less than disqualification,
if the jury so decides.
12.
SCORING
12.1
The
low point scoring system shall be used.
12.2
Four
(4) races are required to be completed to constitute a series. If fewer than
four races are completed, the championship shall be null and void.
12.3 When
fewer than five (5) races have been completed, a boat’s series score will be
the total of her race scores.
12.4 When five (5) or more races have
been completed, a boat’s series score will be the total of her race scores
excluding her worst score.
13.
BERTHING
13.1 Boats
shall be kept within their assigned places in RHYC's mooring area.
14.
LAUNCHING & HAUL-OUT RESTRICTIONS
14.1 Launch
and haul-out is at the electric crane at the water’s edge in the parking lot to
the west of the clubhouse.
14.2 All
boats shall be launched by 2100 on Sunday, August 3, 2008, except with and
according to the terms of written permission from the organizing committee.
14.3 Boats
shall not be hauled out during the regatta except with and according to the
terms of written permission from the jury.
14.4 Trailers
must be stored in the locked area to the east of the clubhouse.
15.
RADIO COMMUNICATION
15.1 A
boat shall neither make radio transmissions while racing nor receive radio
communications not available to all boats. This restriction also applies to
mobile telephones.
16. DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic
pools or their equivalent shall not be used around boats between the preparatory
signal of the first race and the end of the regatta.
17.
PRIZES
17.1 The
Shark World Cup will be awarded to the helmsperson and crew of the first place
boat, based on final points.
17.2 Prizes
shall be awarded to the helmsperson and crew of the first ten (10) competing
boats, based on final points.
17.3 The
Bill Metzger Trophy will be awarded to the boat with the best score comprising
of the Practice, Long Distance and final course races.
17.4 The
Long Distance Trophy will be awarded to the winner of the Long Distance race.
18.
DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely
at their own risk. See RRS 4, Decision to Race. The organizing authority will
not accept any liability for material damage or personal injury or death
sustained in conjunction with or prior to, during, or after the regatta.
19.
INSURANCE
Each participating boat shall be
insured with valid third-party liability insurance with a minimum of two (2)
million dollars coverage.

Appendix A:
Canada Shipping Act Small Vessel Regulation 16.03
Pleasure Craft over 6 m but not over 8 m in Length
16.03 (1) Subject to sections 16.2 and
16.3, every pleasure craft over 6 m but not over 8 m in length shall carry
personal protection equipment, boat safety equipment, distress equipment and
navigation equipment in accordance with subsections (2) to (5).
(2) Personal protection equipment shall consist of
(a) subject to section 16.08, one personal flotation device
or lifejacket of appropriate size for each person on board;
(b) either:
(i) one buoyant heaving line of not less than 15 m in length,
or
(ii) one lifebuoy with an outside diameter of 610 mm or 762
mm attached to a buoyant line of not less than 15 m in length; and
(c) a reboarding device, if the freeboard of the pleasure
craft exceeds 0.5 m.
(3) Boat safety equipment shall consist of
(a) either
(i) one manual propelling device, or
(ii) an anchor with not less than 15 m of cable, rope or
chain in any combination;
(b) subject to section 16.09, one bailer or one manual water
pump fitted with or accompanied by sufficient hose to enable a person using the
pump to pump water from the bilge of the vessel over the side of the vessel;
and
(c) one Class 5BC fire extinguisher if the pleasure craft is
a power-driven vessel, plus another Class 5BC fire extinguisher if the pleasure
craft is equipped with a fuel-burning cooking, heating or refrigerating
appliance.
(4) Distress equipment shall consist of
(a) a watertight flashlight; and
(b) subject to section 16.1, six pyrotechnic distress
signals of Type A, B or C.
(5) Navigation equipment shall consist of
(a) a sound-signalling device or a sound-signalling
appliance; and
(b) if the pleasure craft is operated after sunset and
before sunrise or in periods of restricted visibility, navigation lights that
meet the applicable standards set out in the Collision Regulations.
